There are pretty black floral lace bands that separate the tiers of pleated tulle. The waist is fixed and it closes with one hook and eye. This tiered skirt was originally worn as a slip to add fullness to a skirt or dress, but we think that crinolines make great skirts! CONDITION: Excellent Condition WAIST: 26" HIPS: free LENGTH: 28"
